it all depends on what the negotiated agreement says...at my institution, there is no allowance for the first $25K..."go to the negotiated agreement"... The budget submitted for the competitive renewal was treated as a new budget would be – our current IDC rate and IDCs charged for the first $25k of each sub. Since this is technically a ‘continuation’ of the project funding would this be correct? It just seems outlandish for a project that may have originated decades ago (the case with another DOE grant we have) to only allow idc on the first $25k, way back when, but we can’t really identify anything in the guidelines or agency-specific documentation or the circulars, to support this.
