As you have stated, the indirect costs are already earned to cover the Facilities and Administrative (F&A) costs associated with the direct costs of the grant. Therefore, the institution may use those costs as they see fit. If the costs are used for unallowable costs, they cannot be in the F&A base for the calculation of the new rate.
