As you have stated, the indirect costs are already earned to cover the
Facilities and Administrative (F&A) costs associated with the direct costs
of the grant.  Therefore, the institution may use those costs as they see
fit.   If the costs are used for unallowable costs, they cannot be in the
F&A base for the calculation of the new rate.

Hello,

Are there any restrictions on the use of indirect costs earned through
federal grants?  For example, we set aside 25% of the indirect costs
recovered for PIs and 50% for the school to use for further research
efforts.  If some of the indirect costs recovered were used to hire a person
to apply for grants, would that be allowable?
