When UMB used the Novation Agreement approach it did not take a long time. I wouldn't rule out this option. You should at least check it out with your grants management officer and program officer.

We wanted to transfer an NIH contract too. Our contract officer told us it's possible, but that we would have to go through the novation process<https://www.acquisition.gov/far/current/html/Subpart%2042_12.html#wp1084217>. According to our contract officer at NIH, this process would be lengthy and the contract would possibly be over by the time it was complete. Ultimately, we got permission to issue a subcontract to our PI’s new organization. This was a rare circumstance, however. Our PI and several others in her department worked in a large auxiliary operation that was purchased by one of our industry partners<http://www.cvm.missouri.edu/news/RADIL2011.html>, and this group was the only group on campus who could do the work. We issued a subcontract to our industry partner and all of the work is being done there, so MU’s only expense at this stage is our payments to our subcontractor. We submit invoices and our small business utilization reports to NIH…that’s really our only role at this point.

I've been there and tried that too. Same result as Jessica.....none.

Since contracts are competitively bid they can't be transferred.

Been there, tried that.

Hi-

Can anyone point me toward policy governing the transfer of a NIH contract (not grant) from one institution to another?

Thanks
