Couldn't agree more.  I would say the odds are significantly against it getting matched up.

I would say that that in order for the letter to be part of the application package, it must be part of the electronic submission.
 If they ALSO want to send by snail mail, ok, but no guarantee it will be matched up with the rest of the submission.
