Budgeting the increases also helps NIH gauge the real costs of science (and communicate that to our elected representatives). Years ago when they first raised the $125K salary cap, NIH said they weren't sure how much to increase because so few of us had listed the actual salaries in the detail budgets. We just capped IBS at $125K to avoid a possible math error and thus save our white-out tape.
