Yes, I have experienced this problem also. I've not been able to figure out how to get around it.

We are having a similar problem using the NSF template in Excel 2007, and are not able to use the macros (add'l personnel, add'l year, etc.).  We have macro function turned on as well as the VBA indicator under Excel security.

Have others run into this?
