Allowing your OSP team members to remain responsible for administrative and financial overview of proposal is plenty of work and an area that OSP can train staff on how review. Technical is what the researchers review. If you are concerned with hidden cost share and the like, that would likely live in the budget justification, or maybe the abstract. Again, OSP people can be trained to look in those documents for financial/protect the institution areas. But a general review of the technical/science might be viewed as an area reserved for researchers or technical writers.
