I agree with Spanky.  We also recently had an audit and were questioned about the responsibility for the content of the technical reports.  I don't think research administrators can evaluate the science for all of the individuals we assist, pre or post award.  We might be experts in some areas/aspects of a particular field, but certainly I could not properly evaluate of the technical aspects of the work that is proposed and accomplished by our faculty.

Since your staff aren't nearly specialists in every field, how do you plan
to do that?  Part of the peer review process is the PI asking his/her
colleagues to comment on the proposal as it is developed.  I don't see a
research administrator, save for the few who have training in a particular
area in which a proposal is submitted, could claim to do this in good
conscience.  Plus, the PI's will resent the hell out of it.
