Since your staff aren't nearly specialists in every field, how do you plan
to do that?  Part of the peer review process is the PI asking his/her
colleagues to comment on the proposal as it is developed.  I don't see a
research administrator, save for the few who have training in a particular
area in which a proposal is submitted, could claim to do this in good
conscience.  Plus, the PI's will resent the hell out of it.

Bad idea and too much hand holding.
