Submission windows: designated periods of time during which proposals will be accepted for review by NSF. It is NSF's policy that the end date of a submission window converts to, and is subject to, the same policies as a deadline date.

These target dates, deadlines, and submission windows are published in specific program descriptions, program announcements and solicitations that can be obtained through the NSF website.6 Unless otherwise stated in a program announcement or solicitation, proposals must be received by the specified date. If the deadline date falls on a weekend, it will be extended to the following Monday; if the date falls on a Federal holiday, it will be extended to the following business day. Proposals must be received by 5 p.m. submitter's local time on the established deadline date. Failure to submit by 5.p.m. submitter's local time will result in the proposal not being accepted. I have a PI trying to submit a collaborative NSF Proposal. The deadline is Monday the 16th but our office is closed due to the holiday so we would have to submit today. Are we able to submit today if our collaborators (who is the lead institution) are not submitting until Monday?
