Kathy:
Check out the Bureau of Export Administration Website at www.bxa.doc.gov/thesite.htm. I find this helpful at times.

Hi!
A friend who is not a member of the listserve has asked that I pose
the following question(s):
When a university ships a "university-made" item or piece of
equipment to a foreign country, does the university need an export
license?
Are there federal regulations regarding this? If so, what are they?
Where would they be found?
If so, are there any exemptions? for example, for university-made
research equipment?
If you have had some experience with the process of shipping
university-made items to foreign countries, we would appreciate hearing
from you.
Thank you
kathy
