The Director will oversee both pre-award and post-award services for the campus. We are searching for an individual with management experience and interpersonal skills to provide vigorous leadership during a phase of major expansion of our research and technology transfer activities at MU. The OSPA Director will (1) manage staff in providing proposal and award operational activities to effectively support efforts to enhance MU's external funding; (2) recruit, train, evaluate, and manage support staff; (3) direct the creation, maintenance, and distribution of grants, contracts, and proposals along with award/accounting information; (4) closely interact with state, federal, and industry sponsors; (5) advise and assist faculty in the preparation of proposals; (6) provide sponsored program assistance to the four-campus system administration; (7) prepare proposals and work with the University Controller to negotiate facilities and administrative cost rates with the federal government for all campuses; and (8) chair and provide leadership to the Four-Campus Grants Committee. The Director's salary will originate from both the Office of Research (85%) and the Office of the University Controller (15%), so the Director will have dual reporting at these levels. The pre-award operation of OSPA was recently reorganized into four satellite field centers physically located at different points throughout the campus. The Director will work to further operationalize these satellite offices in an effort to better serve the campus community. The Director will coordinate the activities of these field centers and serve as principal liaison with the contract/grant administrative personnel within the 11 Colleges and Schools at MU. Preferred qualifications include a master's degree in a related field and a minimum of five years of management experience in sponsored programs within a university environment. The successful candidate should have strong technical experience in grant and contract negotiation with sponsors in both the public and private sectors, experience with auditors, experience preparing indirect cost proposals, and familiarity with funding agencies. The next Director also should be able to exert leadership in the application of computer technology to the processes in OSPA. Salary will be competitive. The University of Missouri - Columbia is an AAU, Carnegie I research university. It is one of only five universities in the country with Colleges of Medicine, Veterinary Medicine, Law, Agriculture, and Engineering all on one campus. MU also has excellent Colleges of Arts & Sciences, Education, Journalism, Nursing, Human Environmental Sciences, and Business & Public Administration. For FY98, MU spent $138M in its research activities; the university has over $300M in current grants and contracts which are overseen by OSPA. The university has recently begun a new "mission enhancement" program that will result in the hiring of over 100 new tenure-track faculty in strategic program areas over the next five years. The Director of the Office of Sponsored Program Administration will have a unique and exciting opportunity to participate in the growth of new programs, structures, and funding at the University of Missouri. Applications should be sent to Dr. Jack Burns, Vice Provost for Research, Office of Research, 205 Jesse Hall, University of Missouri, Columbia, MO 65211. Official application must also be made to Human Resource Services, 130 Heinkel Building, Columbia, MO 65211. Reference job vacancy number dc49049. The review of applications will begin on December 1, 1998. Applications will be accepted until the position is filled. The University of Missouri is an Affirmative Action/ADA Institution.
