The California Institute of Technology seeks nominations and
applications for the position of Manager of Indirect Cost Studies.

The Setting

Founded in 1891, Caltech is an independent, privately-supported,
Research I university with an annual research volume of $1.6 billion. In
addition to its main campus in Pasadena, the Institute also manages the
nearby Jet Propulsion Laboratory and six other off-campus facilities for
astronomical, seismological, and marine biological research. Caltech has
about 1,900 students, more than half of whom are graduate students, 280
professorial faculty, and 700 research faculty and post-doctoral
scholars. The Jet Propulsion Laboratory houses an additional 6,000
employees.

Dr. David Baltimore, Nobel Prize-winner for his work in virology, became
President of Caltech in October, 1997. Caltech faculty members and
alumni include 26 Nobel Prize winners, two Crafoord Prize winners, 43
National Medal of Science recipients, and nine National Medal of Science
winners. The current faculty includes 75 fellows of the American Academy
of Arts and Sciences, 68 members of the National Academy of Sciences,
and 43 members of the National Academy of Engineering. 33 percent of
Caltech's baccalaureate degree recipients go on to earn doctorates, a
higher proportion than at any other private university.

The Position

Working with the Director of Federal Accounting and the Manager of
Project Accounting and overseeing a small staff of analysts, the Manager
of Indirect Cost Studies will be responsible for ongoing planning,
preparation, and submission of proposals and reports to federal
agencies. S/he will participate in negotiations with cognizant federal
agencies to determine annual indirect cost and fringe benefit billing
rates. Caltech's principal auditing agency is the Office of Naval
Research (ONR).

The Manager will oversee the design and execution of complex special
cost studies and develop cost allocation methodologies that meet federal
requirements. In addition, the Manager will coordinate the university's
response to all audits related to cost proposals. The Manager will
support the university-wide training and instruction designed to enhance
understanding of and compliance with OMB Circular A-21 and will maintain
relationships with clients, both internal and external. To assure that
Caltech remains abreast of state-of-the-art practices and changing
government policies and procedures, the Manager of Indirect Cost Studies
will also maintain relationships with his/her counterparts at other
research universities. S/he will lead efforts to upgrade the information
infrastructure related to the preparation of indirect cost proposals to
enhance usability, access, and reliability.

Requirements

Qualified candidates must have a bachelor's degree and 8 to 10 years of
directly related work experience in a research university or similar
organization; an MBA or CPA is preferred. Management experience,
excellent communications skills, and the ability to work with faculty
and administrators as part of a team are essential. Full working
knowledge of the federal audit process and federal circulars related to
research funding is required. Caltech seeks a forward-thinking, highly
