At UT Memphis, we've just had a recent change in organization re:  research administration.  As of TODAY, the Associate Dean for Research in the College of Medicine is in charge of research space--and the research endeavors--for the whole campus (he does not, yet, have a campus-wide title).  Of course, Medicine is our largest college and certainly the one most involved in research.
