Peggy, the University of Wisconsin-River Falls offers what we call Incentive
Gants to faculty writing large proposals.  Complete description, criteria, and

We've found this a somewhat successful program.  We award about 2 incentive
grants per year.  In a previous iteration, we were 2 for 2, winning grants from
NEH and NSF.  Then we ran out of money.  We just started the program again last
year and now have 4 individuals or teams hard at work on proposals or with
proposals in the hopper.
