Responding to the queries posted to this list:

1) The article should be available from any library that has
old issues of Grants Magazine. Vol# and date are shown below.

2) So far, no suggestions have been received on other/more recent
articles on this subject, so...it may be time for some knowledgeable
folks to write something on the topic and publish in one of the
research administrator journals!  (Unless someone knows of
something published recently in print or on the web.)

3) Grants Magazine is no longer being published, detail below
