Gretchen, you have hit on a question that is raised by
investigators more often than we would like.
Obviously when a WMU researcher is renting a 4-wheel drive
vehicle, living in a tent and studying rocks in Montana or
Wyoming, his research is off-campus. Likewise, when he or
she is at a Biological Station in Michigan's UP, the
research is off-campus. Obviously, when the research is
using laboratory facilities in the Geology Department or our
new greenhouse, that is on-campus research. We would use
the appropriate IDC (F&A) rate.
A less clear example occurs when the researcher is going to
Lake Michigan (50 miles away). The project supports the
travel (mileage, lodging and per diem). Data collection is
done there, but analysis is done in a campus office. We
have resolved murky questions by applying the on-campus rate
to on-campus activities and the off-campus rate to
off-campus activities.
