Any assist gurus who deal with multi-component projects?

We are working on an assist submission with two components that are wholly at other institutions.

It would appear that in assist the other institution will be listed on the cover page of that component, and the R&R budget for the component will be the subaward budget for that institution. As we will only have f&a on the first $25k of the subaward, and no direct costs, do we put that in as a subaward budget back to the prime institution?

How do I deal with the requirement of key personnel on that subaward for the f&a?

What is the budget justification for the indirect costs?
