Hi Ted -
I would think if the salary increase is to his institutional base salary (IBS), then charging the grant at his IBS rate is allowable.
When this happened at a previous institution, we would sometimes have to reduce effort (within an allowable range) to compensate.

Significant. Paid summer salary on a federal grant. Grant is in final year.

What policies/process do you follow in this case? Do you charge the actual or what the sponsor awarded (requiring the faculty member to reduce or voluntarily cost-share the remaining unfunded effort.)
