The project start date is the key. One could issue an award letter dated earlier but only authorize the period of support with the start of the project start date. The Notice of Award date can be used only to identify a specific letter, while the project start date is consistent regardless of how many award letters are issued.

Recent conversations in my office have initiated a 'need to know' how others treat/report on the "Notice of Award" date vs the "Project Start Date".  For general reporting purposes, which parameter do you use and why?
