That's how I'm reading it as well: "major users" of the instrument = senior personnel, so they need biosketch, current and pending, and the collaborators and other affiliations document. Minor users are just described briefly in the project description and can't submit biosketches. The only other biosketch allowed is one for the person who'll have the primary responsibility for operating and maintaining the instrument once acquired or completed, if known. On a related note, in the last few years we only collected bios and C&P for co-PI and up--which was compliant based on the previous wording of the solicitation, but which reviewers didn't seem to like because they wanted to see the full info for all research that might be enabled by the equipment. We were wondering if under this year’s guidance Major Users are to be deemed Senior Personnel (even if they are not listed on the budget) and hence we would need to grab their biosketches, current and pending and collaborators and other affiliations information documents.
