According to the rejection message, it looks to me like maybe you have the
"pre-application" box checked which is why it's getting rejected?

I submitted two directly through Grants.gov that went through without a
hitch. It does seem to take a while for ONR to grab them from Grants.gov
though.

Nancy, we have a ONR YIP that was just submitted via COEUS that went through
fine. Perhaps it's a Cayuse specific issue?

We submitted a Young Investigator proposal to ONR yesterday and received
this message in response.

"This automated e-mail is being sent in response to your attempt to submit a
PRE-APPLICATION for Federal Assistance in response to an announcement issued
by the Office of Naval Research (ONR). ONR does not currently utilize
Grants.gov for the receipt of pre-application/white paper submissions,
therefore your PRE-APPLICATION is REJECTED. If the announcement to which you
are responding calls for white papers, please see the announcement for
pre-application/whitepaper submission instructions."

We submitted a full proposal via Grants.gov through Cayuse per the
instructions in the FOA. The deadline is 4:00 EST today.
Has anyone else experienced problems with this program?
Neither Cayuse nor grants.gov detected errors.
We've had no luck reaching the contacts listed in the FOA.
