I definitely understand how the extension would benefit the project reports and the PI. But what about NIH's statement in GPS 8.1.1.3 that such a request indicates "additional work remains to be completed on the project and that resources are available to continue to support the project"? Do other institutions consider university resources as the PI's "available resources"? Can the $0 balance issue be separated out? I have an ongoing conversation with another sponsor about this very situation, so I'm curious to see how other institutions handle this. I always appreciate the breadth of knowledge on this list serve. If the work is not yet complete, a no cost extension will allow time to do so and provide the time for an orderly submission of the reports. I would ask! We had a question from a client that I was hoping to get some feedback on. They have an NIH award nearing the end of the original award period and would like to request a one-year no cost extension to continue working on the project; however, they have expended all of the grant funds. They will continue supporting the project with their own funds. If they have spent all of the award funds, will they still be allowed to have the one-year no cost extension? Or will NIH require them to close the award since the award has been spent? My initial thought is that if there is work remaining in order to complete the original programmatic objectives of the program that they could continue the work even if the grant is expended. But I would like to get some feedback from others, esp. those who may have experienced a similar situation. Please feel free to respond directly to me. Thanks!
