I don't understand this argument or its purpose.  But if the objective is incrimination rather than empathy then it is a tribute to our field that this is a minority opinion.

I like to argue that entering an NCE period basically means the original plan has collapsed, and any changes in effort can’t be significant because all bets (i.e., commits) are off.  You naturally didn’t have significant changes prior to the extension or, if you did, you reported them.  The common justification to wrap up the project and present results does not imply another year of full effort.  That would be a significant change to the plan (albeit one that the sponsor approves.)

You might guess this has been a minority opinion in some research admin circles.  You can also report the reduced effort (thereby increasing the admin effort to oversee approval for a significant change).

When the NCE expires, not before. Which is one argument for asking for just the amount of time necessary to complete the work. The counter-argument is that if it takes longer than expected for any reason, you’d then have to get permission for a second extension.

Hello,
A separate but related question…If the NCE is for a year and the project is completed after 5 months and out of $$$, what should be done with regards to effort reporting for the remainder of the NCE year?  When can effort go to zero on a NCE?

Note that NIH will assume that levels of key person effort in the extended year will remain the same as in the last funded year.  If you cannot pay for those yourself, you will need to reduce efforts.

There are other acceptable reasons to extend grants but they must be related to the conduct of work, publication of results, preparation of a renewal, etc.

Hi, Everyone!

We had a question from a client that I was hoping to get some feedback on.  They have an NIH award nearing the end of the original award period and would like to request a one-year no cost extension to continue working on the project; however, they have expended all of the grant funds.  They will continue supporting the project with their own funds.

If they have spent all of the award funds, will they still be allowed to have the one-year no cost extension?  Or will NIH require them to close the award since the award has been spent?

My initial thought is that if there is work remaining in order to complete the original programmatic objectives of the program that they could continue the work even if the grant is expended.  But I would like to get some feedback from others, esp. those who may have experienced a similar situation.
