I learned recently that Middlebury does have a written policy for paying "bonuses" to staff salaried employees, so we were comfortable budgeting a grant for that bonus because of the nature of the extra duties that the staff person would do for the grant. PIs checked with program officer first and he agreed.
I don't know how often that policy is used by departments at Middlebury; that wasn't my concern.

We’re getting so good at doing more and more with less and less - pretty soon we’ll be able to do everything with nothing!
With the downsizing that we are going through due to State budget cuts, Federal budget cuts, sequestration, continuing resolutions, etc., we have salaried staff who are beginning to request additional compensation for long hours. While I understand the Federal Circulars and University policy, to some extent these seem to be unusual times which I hope we get over someday.
Are any of you seeing the same and, if so, how are you addressing it?
How flexible are you and what is allowable within your institutional policy?
