USF has been known to give one-time bonuses or salary stipends to staff who have taken on significant new work due to reduced staffing, layoffs, etc. Anything under 20% is up to the Dean's discretion and doesn't require additional approval. The line of thinking is that you don't want the staff you can rely upon getting burnt out and feeling unappreciated so it's worth the extra funds to try to keep them happy. With the downsizing that we are going through due to State budget cuts, Federal budget cuts, sequestration, continuing resolutions, etc., we have salaried staff who are beginning to request additional compensation for long hours. While I understand the Federal Circulars and University policy, to some extent these seem to be unusual times which I hope we get over someday. Are any of you seeing the same and, if so, how are you addressing it? How flexible are you and what is allowable within your institutional policy?
