Hi, Joyce-- Not according to NSF's Policy Office, no. I asked those specific questions, and their response was that describing time commitments is OK as long as there aren't dollar amounts associated with them. Plus, they've made changes in FastLane so that you can remove individuals from the budget page who aren't requesting salary even though they're senior project personnel (including the PI and co-PI). You have to provide time commitments for senior personnel, and the appropriate place to do that, I've been told is in the current and pending support section and facilities/equipment/other resources.
