Not according to NSF's Policy Office, no. I asked those specific questions, and their response was that describing time commitments is OK as long as there aren't dollar amounts associated with them.
Plus, they've made changes in FastLane so that you can remove individuals from the budget page who aren't requesting salary even though they're senior project personnel (including the PI and co-PI). You have to provide time commitments for senior personnel, and the appropriate place to do that, I've been told is in the current and pending support section and facilities/equipment/other resources.

Hello Michael,
In reading through your reply it would appear to me that in the examples you provided you would be voluntarily committing cost share…If you indicate a percent of effort as you have in the examples wouldn’t that be quantifiable financial information (e.g., “faculty member X will commit 0.5 summer months per year to the project,” or “department Y will make available to the project a graduate student at 50% time”)?
