I've not seen anything about its applicability federal-wide, but I do know
that the Dept. of Education recently revised its guidelines on the
allowability of refreshments at "meetings" and "conferences." As Larry
stated, the implication of these guidelines implies that your conference
must be held in the middle of the Atlantic Ocean in order to justify food
costs.

Needless to say, it's caused many headaches for the many grants we're
running on campus.
