IDC is handled differently for the federal Canadian research agencies.
Canadian institutions of higher education who are recipient of awards from these agencies request an annual grant for IDC via a yearly grant, based on their award activity: http://www.indirectcosts.gc.ca/about-au_sujet/index-eng.aspx
I review all requests for indirect cost "waivers" for the UC system. For the Canadian Institutes of Health Research, I have only seen this sponsor not allow IDC recovery - I suspect this has something to do with the fact that Canadian institutions have an alternative way to collect these costs.

Subject: [RESADM-L] Canadian Institutes of Health Research
We have a subcontract with Ottawa Hospital i am trying to sort out. Does anyone know if Canadian Institutes of Health Research has a salary cap?
Also, has anyone been able to request & recover full indirect costs from the sponsor?
Thanks,
Holly
