Yes, and yes. As far as I know, the federal agencies will not make new commitments while operating under a continuing resolution.

Have any other institutions noticed a slowdown in new awards from federal agencies in the last quarter of the federal fiscal year?

Have federal agencies been holding back on new obligations until sequestration is addressed?
