Yes they may apply.   I'm not sure about RO3s, but I know that a PI can't have an R15 and an RO1, so the R15 would be terminated when the new grant begins.

I have a quick question on an active R15 application.  If a PI currently holds an active R15, is he/she eligible to apply for an R01, R03, or any other type of NIH Research grant?
