Our MTDC calculation does not exclude participant support, so it's not
safe to make that generalization. We are now forced into the situation
of either reducing the amount of direct costs available per student,
or being forced into a waiver situation. This is a huge disincentive
for anyone applying for an REU project, and I already had a faculty
member decline to submit.
