Based on our experience with linked collaboratives, I believe that each RUI institution would submit its own RUI Impact statement.    The lead institution may want to make that clear in an intro to its own RUI Impact statement (because the other ones will not fall directly behind the lead's RUI Impact the say all the other pieces in a collaborative do).    And if the lead is a RUI and has a non-RUI collaborating institution, the lead should include information about how the collaboration (and non-RUI collaborators) will impact undergrad education at the RUI school(s).      If the lead is non-RUI, the RUI impact statements can do much the same.

The "research environment" info belongs in the Facilities and Other Resources section, although it can be extended and enhanced in the RUI Impact statement.

I would say that the lead institution should probably include within their RUI Impact Statement information concerning the research environment on both campuses. The guidelines state "The RUI Impact Statement should highlight the record of the department(s) and institution(s)....."

I have a professor submitting a collaborative RUI proposal.  Our institution is not the lead, the lead institution is a RUI institution and submitting the RUI impact statement. Does our institution also have to submit the RUI Impact Statement?  We are an RUI institution, but since we're not the lead I'm not sure.
