I would say that the lead institution should probably include within their RUI Impact Statement information concerning the research environment on both campuses. The guidelines state "The RUI Impact Statement should highlight the record of the department(s) and institution(s)....."

I have a professor submitting a collaborative RUI proposal.  Our institution is not the lead, the lead institution is a RUI institution and submitting the RUI impact statement. Does our institution also have to submit the RUI Impact Statement?  We are an RUI institution, but since we're not the lead I'm not sure.
