At my prior institution we had a "poor boy" letter that was generated by the Research Office and signed by an institutional official. It was very generic indicating the equipment was necessary for the success of the research but we didn't have the resources to make the purchase ourselves. It also quoted the purchasing policy for the dollar threshold for bidding on equipment purchases.

Hello all,
I was wondering if anyone could help answer a question for DARPA BAA 12-20. Page 27 says "(NOTE: For equipment purchases, include a letter stating why the proposer cannot provide the requested resources from its own funding)". How has your office handled this? Is the letter generated/signed by the PIs, Department Head, Dean or someone in the Office of Research?
