Hello all,
I was wondering if anyone could help answer a question for DARPA BAA 12-20.  Page 27 says  "(NOTE: For equipment purchases, include a letter stating why the proposer cannot provide the requested resources from its own funding)".  How has your office handled this? Is the letter generated/signed by the PIs, Department Head, Dean or someone in the Office of Research?
