How about this

- the grant was awarded to our institution
- you are the PI, the one person responsible for the scientific and
administrative conduct of the grant, of the research
- therefore, the work and budget of the subcontractor are under your
authority, your responsibility - remember, it is a subcontract, not a
grant award or even a 'subaward' whatever that is.
- therefore, the subcontract and the subcontractor - their research and
their expenses, are accountable to you and you are accountable to the
funding agency for your work, your expenditures as well as the
subcontractor's work and expenditures.
- that is why they gave you the money and not them.
