I am certain that donations to the AHA are down and they have to find other ways to defray their grant processing costs - hence the application fee. Furthermore, it may be intended to weed out those less "serious" applicants from those with more substantial and thus more fundable proposals by reducing the number of submissions. Either way I think we are going to be seeing more and more of this from funders. College applicants have to pay a fee per application, so why not grant applicants?
