AHA provide this justification for the fee: "This fee helps to defray the administrative cost of processing applications, making more funds available for research awards." (http://my.americanheart.org/professional/Research/FundingOpportunities/SupportingInformation/MembershipApplication-Fee_UCM_431672_Article.jsp) However, AHA consistently limits indirect cost recovery on its awards (i.e. AHA reduces the ability for grantees to defray administrative costs).
