Policies Limiting External Consultants

When is an external consultant who is hired on many grants for the same
institution no longer "external?" I would appreciate knowing any
policies or other guidance your institution may have to limit how much
any one external consultant is allowed to serve at your institution.
There is one very competent and trusted external consultant who ends up
on many, many of our grants because of word-of-mouth. I am now
beginning to worry that this person may be getting too close to her/his
clients and to our college in general because of the intensity of their
work together. He/she may the victim of his/her own success. I'm
starting to hear a few things that are making me think we might need a
policy.
