Mike:
The thinking is that it's a rare situation where someone works 100% on a
sponsored project - that is, without vacation or other absences from
work or without any institutional duties such as course planning,
student supervision, etc.  Many institutions prohibit 100% appointments
on sponsored project funding, for example for post-docs, because that
doesn't allow for any other activity beyond the sponsored research
(vacations, grant writing, etc).  It's a similar compliance issue.  It's
not that we don't believe some circumstances warrant more flexibility,
but typically speaking, we need our faculty to leave room in their
effort "pie" for things like vacations (if they take them, and we know
some do not), grant writing, institutional committee work, etc, that
might be necessary during the summer months.
