Title:			Contracts and Grants Accountant II (CGAII)

Organizations

Statement of the Job:

The CGAII works with the USM faculty, staff, and sponsors to ensure the
financial and administrative integrity of all contracts and grants at
the University of Southern Maine. The CGAII ensures compliance with all
relevant policies, procedures, and regulations, and continually
evaluates existing systems/controls for improvement. The CGAII’s
responsibilities encompass a broad range of activities beginning with
the receipt of an award through the final audit, preparation of the
final financial report, and closeout of the project.

Essential Functions:

1.	Maintains a working knowledge of a broad range of University and
sponsor policies and procedures.
2.	Reviews award notices for special conditions that affect the
management of a project and advises the PIs/PDs of such conditions.
3.	Provides guidance to PIs/PDs about the application of contract
and grant management policies and procedures regarding contracting,
purchasing, payroll/personnel, and reporting.
4.	Maintains a familiarity with all financial project activity
through ongoing audit to ensure compliance with appropriate University
and sponsor regulations.
5.	Using knowledge and skills, serves as a primary resource to
project staff in the research and resolution of questions and
problematic issues.
6.	Serves as a liaison between project staff and sponsors to
maintain a mutual understanding of financial and administrative
requirements.
7.	Researches, analyzes and compiles relevant financial information
from University accounting records and project staff to prepare a
variety of financial reports.
8.	Conducts final project audits to verify the accuracy and
appropriateness of all project transactions and to ensure compliance
with sponsor and University requirements prior to project closeout.
9.	Reviews and approves personnel payments made from contracts and
grants.  Reviews and approves same for accuracy and completeness.
Advises departmental staff accordingly.

Marginal Functions:

1.	Provides ongoing training and supervision for subordinate
positions.
2.	Reviews and verifies changes and adjustments to project accounts
to ensure accuracy prior to processing.
3.	Performs other duties as may be assigned.

Knowledge, Skills and Abilities:

Required:  Bachelor’s degree with a major or minor in accounting or
the equivalent in training and experience, and four years of experience
in financial administration of contracts and grants. Demonstrated
computer proficiency in spreadsheet, database, and word-processing
applications. Ability to learn and apply various policies and procedures
using independent judgement. Ability to communicate verbally and in
writing in a clear and organized manner.

Preferred:  Bachelor of Science degree in accounting and experience
with contract and grant financial management in a university setting.
Demonstrated proficiency in the Microsoft Suite of Applications with
emphasis on Excel and Access.
