stipends and tuition for GAs on grants

Good morning colleagues,
I'd like to hear how other institutions handle tuition and stipends for their graduate assistants on grants. Historically, we have asked our sponsors--federal, state, local, private, industry--for the stipend while we have cost-shared the tuition with a waiver. However, as our state budget tightens even further, we will not likely have a sufficient pool of tuition dollars to provide as many waivers as we have in the past. I realize that many of our typical sponsors have no restrictions on requests for both stipend and waiver, but since we have never made such requests, I wonder if a gradual transition to such a practice might be prudent rather than to simply start asking for both all of a sudden. We also handle a lot of internships where we provide the student with a tuition waiver but ask our sponsor for the stipend. Of course we could ask our students to pay their own tuition, but I'm curious to hear how you all do things in your shops.
