We just went thru similar acrobatics for a new C06. My understanding was that the only person who could upload the stuff was the PI, who in our case happened to be a SO. It makes no sense (to me) that NCRR can require a "dedicated SO" just for their grants. Please let me know what you learn, especially how a PI might delegate some authority so that we don't need to be asking Deans to upload documents.
