The definition(s), and list of institutions, is provided by the Department of Education. It typically entails serving a student body that is comprised of 50% or more underrepresented minorities. Specific definitions for HBCU, TCU, etc., depend on the specific type of underrepresented minorities. I believe NSF just uses the same definitions.
