*An Alaska Native-serving institution may receive a grant under section 317 of the Higher Education Act (HEA) if, at the time of application, it has an enrollment of undergraduate students that is at least 20 percent Alaska Native students.
*A Native Hawaiian-serving institution may receive a grant authorized under section 317 of the HEA if, at the time of application, it has an enrollment of undergraduate students that is at least 10 percent Native Hawaiian students.

A Hispanic-Serving Institution (HSI) is defined as an institution of higher education that-
(A) is an eligible institution; and
(B) has an enrollment of undergraduate full-time equivalent students that is at least 25 percent Hispanic students at the end of the award year immediately preceding the date of application.

INSTITUTIONS WITH HIGH HISPANIC ENROLLMENT: This list includes the institutions of higher education whose full time equivalent (FTE) enrollment of undergraduate students is at least 25 percent Hispanic, according to Fall 2005 enrollment data that the institutions self-reported in the Integrated Postsecondary Education Data System (IPEDS) survey conducted by the National Center for Education Statistics (NCES).

The definition(s), and list of institutions, is provided by the Department of Education. It typically entails serving a student body that is comprised of 50% or more underrepresented minorities. Specific definitions for HBCU, TCU, etc., depend on the specific type of underrepresented minorities. I believe NSF just uses the same definitions. The lists for the different categories can be found at http://www2.ed.gov/about/offices/list/ocr/edlite-minorityinst.html.
