Unless the instructions specify otherwise (certain federal programs), charge the 7.5% to all of the direct costs.

Dear Colleagues,

We have a MTDC F&A/Indirect rate.  When instructions in an RFP say something like "shall not exceed 7.5% of the direct costs" would you use a 7.5% direct costs F&A rate or would you exempt the categories in the institutional MTDC before applying the 7.5% F&A?  What is your institutional policy?
