Job Description: The mission of ERSO is to provide an integrated and effective research administrative center to support and encourage healthy growth in the College of Engineering research enterprise. The organization consists of approximately 90 professional and clerical staff, reporting within the College of Engineering, and supporting over 1,300 additional GSRs, postdocs, visiting scholars, professional, technical and lab staff. The Research Support Officer position provides comprehensive analytical, financial and administrative support directly to faculty in proposal processing, contract and grant administration and budget development for the full range of funding resources. (Federal, state, extramural funded research contracts, public and private grants, industry money, private gifts and endowments for scientific research programs) This position manages a portfolio of funds and provides support in pre-award proposal initiatives, management of funds post-award and manages the closeout activities at the end of the funding cycle. These activities include monitoring expenses, reconciling accounts, providing financial analysis, developing financial reports, developing projections, preparing financial transactions and gift processing. Responsibilities: Pre-Award As the primary faculty liaison, assists Principal Investigators (PI) with the development of contract and grant proposals including proposal budgets. Prepares support documents as required by proposal guidelines and coordinates proposal submissions with Sponsored Projects Office. The RSO oversees the process from submission through negotiation of the final award. The RSO- Specialist level will generally work with faculty in submitting standard, fairly straight forward proposals such as single investigator NSF proposals. The RSO- Analyst level will work with more complex proposals which may involve multiple investigators and/or multiple subawards. The RSO- Senior Analyst level will work with the most complex proposals such as DARPA or center grants/contracts which require task budgets, option years, multiple investigators and multiple sub-awardees. Post Award: (Complexity of post award management is in line with the complexity of the proposals submitted. The level of work is dictated by the initial proposal submission.) -Create sub-award requests -Approves, monitors, and ensures allowability and compliance for all procurement transactions, expenditures and payroll transactions to research accounts -Monitors, tracks, and assures compliance with cost sharing commitments -Prepares monthly faculty financial reports including analysis for assigned faculty’s funds -Provides budget period projections on a monthly basis, analyzes spending patterns, and recommends adjustments -Reconciles all funds monthly and retains all necessary back up for audit purposes -Initiates cost transfers with PI directive as required for fund management and monitors funds to ensure all transfers are completed -Prepares ad hoc non-technical statistical reports -Manages timely reporting process to agencies. With direction from faculty, revises budgets -After EFA issues fund number and allocates funds, verifies budget with EFA -Processes and monitors gifts -Serves as the liaison to faculty for the campus Effort Reporting System For the Close-out Process: The RSO prepares the close-out projection with PI as required and follows ERSO close-out procedures which include: reviewing subcontracts, personnel, and recurring expenses. In addition to all of the above, at the Administrative Analyst Level: RSOs at the analyst level support a wider range of sponsors with more stringent requirements and serve as the primary liaison between PI and campus administration staff for non-technical requirements for a wider range of sponsors. The analyst creates sub-award requests and maintains account reconciliations of subaward costs. In addition to all of the above, at the Senior Administrative Analyst Level: The senior analyst does all of the above on the more challenging and complex funding sources. In addition, acts a fiscal consultant and manages widest range of sponsors with varying policies, restrictions, and deliverables. At this level the RSO works with SPO, EFA, Central Purchasing, Disbursements, ERSO Business Services, and other campus departments and/or recharge units to resolve invoicing problems, billing/payment discrepancies. Identifies potential overdraft situations and devises expenditure plans to avert cost overruns and disallowances. Requirements & Qualifications: Knowledge of OMB circulars such as A-21, A110, A-133, Federal Acquisition Regulations, and principles of cost accounting standards, including allowability, allocability, and reasonableness. Knowledge and one year experience in research pre-award administration, proposal preparation/submission processes. Basic working knowledge of institutions of higher education’s fiscal policies/procedures and experience with the Berkeley Financial System (BFS), or a comparable financial management system. Ability to learn within the first six months external sponsor requirements. Experience in managing financial accounts and funds, including cost projections and budgeting, ability to perform mid-level financial analysis and customized reporting. Proficiency in working with personal computers and information management systems. Demonstrated competence in the use of spreadsheets and databases in financial analysis, fiscal management and financial reports. Ability to learn within the first six month basic BAIRS II reports, BIS queries, and pivots. Strong organizational, problem solving, and excellent customer service skills. Good math aptitude, attention to detail, and ability to work with a high degree of accuracy. Ability to analyze fiscal data, summarize information and present it in a logical format. Effective oral and written communication skills. Good interpersonal skills to interact with diverse groups. Ability to work in a fast paced environment with overlapping deadlines and short lead times. Incumbent must be able to multi-task and quickly shift priorities. Ability to work independently as well as in a team. Excellent problem solving skills including identifying, researching, and resolving problems. Ability to follow through on assignments with minimal direction. A successful candidate will have a minimum of one year as Specialist in Contracts and Grants pre- and post-award management. Minimally a two-year degree in accounting or a related field, or equivalent combination of education and experience. In addition to all of the above, at the Administrative Analyst Level: A successful candidate will have demonstrated working knowledge of regulations and sponsor requirements, a minimum of 3 years experience in contract and grants management, and minimally a bachelor’s degree in accounting or a related field, or equivalent combination of education and experience. Skills in BAIRS II reports, BIS query, and pivots or similar experience using financial reporting tools. In addition to all of the above, at the Senior Administrative Analyst Level: Ability to converse with a PI about the science involved and grasps the concept well enough to translate it into a cohesive fundable proposal where the budget is a realistic match to the scope of the science being undertaken. A successful candidate will have a minimum of five years experience in contract and grants management. Other: This position is a contract appointment for one year with the possibility of renewal. Candidates who posses work experience with the National Institutes of Health’s (NIH) regulations and requirements will be highly desirable.
